The World Alpagut Federation (WAF) is the independent, non-profit international governing body for the sport of Alpagut. Established in 2014, headquartered in Baku and represented in more than 50 countries.

The World Alpagut Federation (WAF) is an independent, non-profit international sports organization and the international governing body for the sport of Alpagut. It was established in 2014 and has its headquarters in Baku, Azerbaijan.

The purpose of the Federation is to govern, develop, promote, and protect the sport of Alpagut at the national, continental, and international levels.
Binding principles
Integrity
Decisions and conduct that are honest, consistent and free from conflicts of interest.
Transparency
Governance, finances and decision-making open to scrutiny by members.
Non-discrimination
No one is excluded on grounds of race, ethnicity, nationality, religion, gender, age, disability or sexual orientation.
Athlete welfare
The physical and psychological wellbeing of athletes comes first in every competition decision.
Fair play
Competition conducted with respect for opponents, officials and the rules of the sport.
Independence
Sporting and governance decisions free from political, governmental and commercial influence.
The principles bind every body of the Federation, every member organization, every licensed official and every registered participant. A breach is a disciplinary offense.
What the Federation does
Rules
Establishes, maintains and enforces the official rules for Alpagut competitions worldwide.
Competitions
Organizes and sanctions international, continental and world-level events, including the World Alpagut Championship.
Technical standards
Sets the standards for competition, refereeing and coaching across the five official competition systems.
Education and licensing
Trains, examines and licenses referees, coaches and technical officials.
Integrity and protection
Protects minors and vulnerable participants and runs an independent anti-doping framework aligned with the World Anti-Doping Code.
Representation and growth
Represents Alpagut before international sports organizations and governments, and develops the sport in new countries.
How the Federation is governed
WAF works through a system of checks and balances that keeps deliberative, executive and supervisory functions apart.
General Assembly
The supreme authority of the Federation. Each country holds one vote. The Assembly meets in ordinary session every two years.

Board of Directors
The independent deliberative and supervisory body: five to nine members elected by the General Assembly. The Board elects its own Chair.
Chair of the Board: Vasif Namazov.
Executive Committee
The executive body. It runs the Federation day to day and carries out the decisions of the General Assembly and the Board. The President chairs it.
Secretary General: Amanjol Tuberov.
President
The chief executive and legal representative of the Federation, elected for four years and for no more than three consecutive terms.
Interim President: Emil Rahimov. The presidential election takes place at the General Assembly in December 2026.

Athletes’ voice
The Chair of the Athletes’ Commission becomes a full voting member of the Board of Directors from the first election held under the Commission’s Charter.
Cultural authority
KUTSAN, the title of the founder of Alpagut Turan Martial Art, holds the cultural and historical authority over the art.
Disputes
Disputes first go through the Federation’s internal remedies. After that, a party may appeal to the Court of Arbitration for Sport (CAS) in Lausanne.
Membership and representation
Membership is open to national organizations that govern Alpagut in their country. The Federation recognizes only one member organization per country. Where no such organization exists yet, WAF works through individual representatives until one is formed.
Alpagut is represented in more than 50 countries on four continents: Europe, Asia, the Americas and Africa. The representation pathway has six statuses:
01Interim Representative
A person in a country where Alpagut is at an exploratory stage. One-year term, renewable.
02National Representative
A person formally appointed in a country where no member organization exists yet. Until one is admitted, they cast the country’s vote at the General Assembly.
03Affiliated Section Organisation
An Alpagut section led by the National Representative inside an existing national sport federation.
04Provisional Organisation Representative
A national organization admitted on conditions. Until it qualifies as an Official Organisation, it casts its country’s vote at the General Assembly.
05Official Organisation
A national organization that meets every requirement. It is a full member and votes at the General Assembly.
06Founding National Representative
A protective status for the National Representative once a national federation is established in their country.
Rules and governance documents
The Federation’s rules are set out in written documents that bind all members, officials and participants. The current edition was adopted by the Board of Directors on 19 May 2026 and goes before the General Assembly for ratification in December 2026.
