KORGAN is an ancient Turkic word for a fortified place, an encampment; in the language of today it answers to the word academy. In Alpagut it is the space in which teaching, discipline and the passing on of knowledge take place — and the grassroots unit of the Federation: World Alpagut Federation — continental body — national representation — Korgan — members.
A Korgan is part of the Federation and answers to it. It may call itself an Alpagut academy only because the Federation has chartered it: a training group takes the name, the curriculum and the grading channel of a Korgan on the day the Charter is granted, and not before. It works under the representation of its own country and reports to it. Who owns what is a different question — the hall, the money and the staff are the founders’, and the Federation pays none of their bills. That does not make the Korgan independent: the Charter, the rules and the right to use the Alpagut name are the Federation’s to grant, to suspend and to withdraw.
A Korgan trains and prepares candidates, enters its members in good standing for WAF-sanctioned competition, and may open a branch training hall — a KORGAN QOLU — under its own responsibility. Official Alpagut degrees and ranks are conferred only by the WAF Examination Commission, on application made through the national representation: a Korgan grants no degree, belt or diploma of its own. The Alpagut name and marks are used under licence and only while the Charter subsists.
Every chartered Korgan is recorded here with its tier, its country, its head and its reference code. Each code resolves on the verification page, which reflects the current status of the Charter — no account needed.
What is needed is a place to train, a qualified head and an application. Every Korgan is directed by a KORGAN BEY holding a valid WAF coach licence — at least Club Coach for a full Korgan, at least Assistant Coach for a study group — who is accountable to the national representation and to the Federation. The application is made through the representation of the country, which verifies it, inspects the premises and recommends it to the Federation; the Charter is then granted by the Executive Committee. Operating authority runs for one year and is renewable, on the annual Korgan affiliation fee of USD 50.
